Kolkhorst tours rest home, congratulates facility for recent zero-deficiency survey

In thanking Rep. Lois Kolkhorst (R-District 13) for touring Brenham Rest Home, the facility administrator Catherine Mahlmann, said that these types of visits help Texas’ lawmakers better understand how skilled nursing facilities are providing increasingly complex and varied care services, and how stable Medicaid and Medicare funding is essential to maintaining the quality nursing home care that Texas seniors require and deserve.
Brenham Rest Home caregivers explained that Texas’ nursing facilities are facing a significant Medicare-Medicaid funding squeeze that threatens facility improvements and overall quality of care. Texas nursing homes received a 10-year, $1.6 billion Medicare reduction in 2009, a $58 million reduction in state Medicaid funding in 2011, and a $234 million reduction in Medicare-funded nursing home care (a 10.4 percent rate reduction) in 2012. Even before these actions, the staff explained, Texas’ Medicaid reimbursement rates for nursing homes have repeatedly ranked 49th in the nation in recent years.
